SITE SURVEILLANCE AND REMOTE MONITORING FOR RBIDZ PHASE 1F RICHARDS BAY INDUSTRIAL DEVELOPMENT ZONE COMPANY SOC LTD TENDERS ARE HEREBY INVITED FOR THE WORKS INCLUDED IN THE FOLLOWING CONTRACT WHICH IS TO BE IMPLEMENTED BY THE RICHARDS BAY INDUSTRIAL DEVELOPMENT ZONE SOC LTD (RBIDZ) FOR: CONTRACT NO. 1F/IPD/008/17: SITE SURVEILLANCE AND REMOTE MONITORING FOR RBIDZ PHASE 1F. Tender documents together with the tender drawings may be obtained during office hours between 09h00 and 16h00, as from 24 May 2017 from the RBIDZ, Captains Walk Building, Pioneer Road, Tuzi Gazi Waterfront, Richards Bay. A non-refundable cash payment of R1500.00 paid into the RBIDZ`s bank account, namely Absa, Branch Code: 632005 Account No: 4072219190. No tender documents will be sold after 10:30am on the date of the compulsory briefing meeting. Tenders are to be completed in accordance with the conditions attached to the documents and must be sealed and endorsed with the relevant contract number and must be personally deposited in the official tender box at the RBIDZ, Captains Walk Building, Pioneer Road, Tuzi Gazi Waterfront, Richards Bay not later than 12h00 on 21 June 2017, at which time tenders will be opened in public. A compulsory briefing meeting and site inspection will be conducted by the Engineer on 31 May 2017 at 11h00 at the corner of Allumina Alley and Emaljedraai, Richards Bay (GPS 28°44`29.08"S 32°02`07.07"E). The Employer will not be available for inspection purposes on any other occasion. Tenderers are required to bring their tender documents to the site inspection for signature. Tenderers without original tender documents and tenderers with original documents arriving after 11:00 will not be allowed to attend the briefing meeting. All queries relating to this tender and documents must be forwarded via email, Tenders will first be evaluated in terms of functionality, and thereafter price and preference on a 80/20 system as contemplated in the Preferential Procurement Policy Framework Act and must score a minimum of 60% on functionality to be considered further in terms of price and preference. Tenderers who do not obtain the minimum functionality scoring will be regarded as non- responsive that will lead to the disqualification of the Tender Submission. It is a condition of tender that only tenderers that are EMEs or QSEs and have valid B- BBEE that is Level 1 shall be eligible to tender. Tenderers that do not meet this pre-qualification criteria for preferential procurement shall be immediately be disqualified. Tenderers are to note that bids in respect of electrical and telecom cables contain a specific bidding condition that only locally produced or locally manufactured cables with a 90% minimum threshold for local production and content will be considered. Tenderers to note that non- compliance with this component will render the tender NON-RESPONSIVE and will not be considered. It is a condition of tender that a tenderer makes provision for involving emerging contractors through a competitive process from the RBIDZ list of pre-qualified emerging contractors. The RBIDZ is not bound to accept the lowest price, highest scoring or any tender and reserves the right to accept or not to accept any tender in whole or part thereof. The RBIDZ reserves the right to appoint a tenderer that best meets the requirements of the company on reasonable grounds.
