CITY OF UMHLATHUZE ADVERTISEMENT TENDER 8/2/1/UMH121-16/17: MKHWANAZI NORTH PHASE 5: RETICULATION ZONE K TENDERS ARE HEREBY INVITED FOR THE CONSTRUCTION OF THE MKHWANAZI NORTH PHASE 5 - RETICULATION ZONE K WHICH COVERS THE SUPPLY AND INSTALLATION OF 39.7 KILOMETRES OF 50 TO 250 HDPE PIPEWORK, FITTINGS AND VALVES TO SERVE ZONE K WHICH IS LOCATED IN THE MKHWANAZI NORTH TRADITIONAL AUTHORITY AREA, TO THE SOUTH OF THE ZULULAND UNIVERSITY AT NGWELAZANE. NB: Regulation 44 of the Supply Chain Management Regulations states that the Municipality may not make any award to a person who is in the service of the state, and if that person is not a natural person, of which any Director, Manager, Principal, Shareholder or Stakeholder is a person in the service of the state; or who is an advisor or consultant contracted with the municipality or municipal entity. All tenderers who wish to tender for Tender 8/2/1/UMH121-16/17 project must have an 7 CE or higher CIDB grading. The tenderer should show relevant experience/project previously executed failing which the tenderers will not further be considered for evaluation. The procedure for evaluation of responsive tender offers will be method 4: Financial offer, quality and preference (As contained in Annexure F of SANS 294: 2004 Edition 1, clause F3.11.3). `In line with both Municipal Infrastructure Grant Policy and Expanded Public Works Programme which inter-alia seeks to affect skills transfer via infrastructure projects of this nature, prospective tenderers are encouraged to enter into Joint Venture Partnerships with emerging contractors`. NB:It is compulsory to subcontract 30% of the contract to local emerging contractors. (Black Owned, Female Black Owned OR Youth Black Owned) Tenders submitted must be complete in all respects. If this provision is not complied with, such tender shall be rejected as being invalid. The City of uMhlathuze would not waste time trying to correct and collecting documents that were omitted. Tender documents will be available from the uMhlathuze Municipality Customer Service Desk, Ground Floor (Ms F Mkhwanazi or Ms L Mbatha) at the Richards Bay Civic Centre, telephone (035) 907 5996/7/8/9 from 10 August 2017 at 12:00. Please note that in order to obtain a Tender Document a non- refundable deposit of R 1174,00 (subject to change as per Council`s tariff of charges), is payable in advance at the following venues: Rates Hall-Civic Centre Richards Bay Infrastructure and Technical Service`s Department: Service Desk, third floor at the Civic Centre, Richards Bay. Only Bank guaranteed cheques or cash will be accepted as payment method. No documents will be sold or handed out on the day of the compulsory Clarification Meeting and inspection (if required). The municipality`s representative will meet prospective tenderers for a Compulsory Clarification Meeting and Inspection on 18 August 2017 at 12h00, at the Auditorium ` Ground floor , at Civic Centre , 5 Mark Strasse, CBD, Richards Bay. A person who is directly employed by the Tenderer and is suitably qualified and experienced to comprehend the implications of the work involved must represent the Tenderer at the tender meeting. The representative should ensure the CERTIFICATE OF ATTENDANCE is signed by the municipality`s representative at the Clarification Meeting. Failure to attend the clarification meeting and late coming will render the tender invalid.
